Implications from the Global Discussion on Standards for Low-Carbon Steel

Discussions on international standards for product greenhouse gas (GHG) calculation—a cornerstone for transitioning to a low-carbon economy—are actively underway, centered on the steel industry. The UN/Climate Club and the World Steel Association (worldsteel) are leading efforts to establish methodologies for defining and verifying low-carbon steel, while both recognize the need for alignment with ISO standards. This report examines their respective approaches—each aiming to promote sustained global GHG reduction and the formation of a climate premium market—with a particular focus on the Allocated Carbon Footprint (Allocated CFP) methodology.

With the Korea–EU MRA facing challenges, leveraging the International Accreditation Forum (IAF) under ISO-based standards can enhance Korea’s position in attracting global ESG capital and strengthening its negotiating power in EU CBAM (Carbon Border Adjustment Mechanism) discussions.
